House budget prioritizes workforce training and infrastructure over corporate incentives

House Appropriations Chair Ann Bollin has outlined the House’s priorities for workforce development in the recently approved budget. The plan includes $3.4 billion dedicated to road and bridge repairs, which, according to Michigan’s Department of Transportation, could create up to 21,000 jobs statewide.

Bollin highlighted the creation of a new $20 million workforce training fund aimed at expanding skilled trades education, certification programs, and opportunities for workers to upgrade their skills. These grants are intended to help Michigan businesses that are facing challenges in finding qualified employees.

The budget also introduces a research and development tax credit designed to encourage companies to invest within Michigan and retain jobs locally. Bollin noted support from both federal efforts and Governor Whitmer in bringing more jobs back to the state.

“These investments are a far better use of taxpayer dollars than the failed SOAR program, which has squandered billions on corporations that break promises and lay off Michigan workers. We remain focused on creating opportunities for workers, but the corporate handouts and earmarks for special interests with political connections don’t benefit Michigan taxpayers. They don’t belong in our budget,” said Bollin.

The House’s approach marks a shift away from previous economic incentive programs criticized for not delivering long-term benefits for workers or taxpayers.
