State Rep. Ann Bollin has introduced a plan aimed at enhancing accountability among legislators by proposing stricter penalties for unethical behavior and excessive absenteeism. Bollin's House Joint Resolution R would grant the Michigan House and Senate the authority to suspend the salary and expense allowances of any legislator found guilty of unethical conduct or displaying a pattern of excessive absenteeism.
"Maintaining the trust and confidence of our constituents is paramount," stated Bollin, underscoring the importance of ensuring elected officials fulfill their duties with integrity and commitment.
The need for this reform became apparent after a state representative neglected her responsibilities for several months in 2018, despite continuing to receive her full salary, mileage, and expenses. Bollin's proposal seeks to address instances of legislative misconduct promptly and decisively.
"If that member acts unethically or is excessively absent from session, a supermajority of members in the House or Senate would have the ability to suspend all or part of the salary and expenses," Bollin explained.
The proposal, HJR R, has been referred to the House Government Operations Committee for review. If it garners support from two-thirds of legislators in both chambers, it will be placed on the ballot for a vote by the people of Michigan.
Bollin emphasized the significance of the proposal in upholding the interests of Michigan residents, stating, "In order to maintain the trust and confidence of the people we serve, we must hold ourselves to the highest standards of ethical conduct."
Describing the measure as a crucial step towards ethical governance, Bollin highlighted its potential to attract bipartisan support and demonstrate a commitment to transparency and accountability in government.
